Oil India Ltd issues tender for the development of 1-MW green hydrogen plant

The plant is intended to generate high-purity (99.999%) green hydrogen for commercial purposes.

Oil India Ltd (OIL) is seeking domestic proposals for the establishment of a 1-MW green hydrogen facility in Himachal Pradesh. The plant is intended to generate high-purity (99.999%) green hydrogen for commercial purposes.

As per the Oil India notification, the project’s scope encompasses the supply and installation of a water electrolyzer system, as well as the provision and assembly of the balance of plant. Additionally, it includes the commissioning of the entire green hydrogen plant and comprehensive operation and maintenance for a ten-year period.

The water electrolyzer system can be based on various technologies such as alkaline water, anion exchange membrane, proton exchange membrane, alkaline membrane solid, or solid oxide electrolyzer. The minimum capacity of the electrolyzer modules to be provided is 17 kg/hour, says Oil India.

According to the Oil India notification document, the unit must be designed to operate for a minimum of 8,000 hours annually at 100% capacity. The anticipated completion period, encompassing both supply and execution, is 18 months. Bids must be submitted by players no later than January 15, 2024, and the bid opening will take place on the same day. Oil India has asked bidders to submit an earnest deposit of Rs 13.5 million.

Selected bidders will be obligated to furnish 10% of the contract value as performance security. Notably, Oil India had previously commissioned a 100 kW green hydrogen pilot plant in Jorhat, Assam.

National Green Hydrogen Mission

The Ministry of New and Renewable Energy is implementing the National Green Hydrogen Mission, approved by the Union Cabinet on 4th January 2023, with an outlay of ₹ 19,744 crore. The overarching objective of the Mission is to make India the Global Hub for production, usage and export of Green Hydrogen and its derivatives.
