IOCL expedites development of Panipat Green Hydrogen Project

In an important development that would accelerate India’s journey of just transition, the government owned energy conglomerate Indian Oil Corporation Limited (IOCL) has finalized the levelised cost of hydrogen (LCoH) for its upcoming green hydrogen facility at the Panipat Refinery & Petrochemical Complex. The company is currently reviewing bids for the project, which represents a major milestone in its transition toward clean energy.
This initiative marks IOCL’s official entry into the green hydrogen sector and is expected to position the company as a leader in India’s clean energy transformation. Once operational, the facility will have an annual production capacity of 10,000 tonnes, making it the largest green hydrogen plant in the country.
Scheduled for commissioning by December 2027, the project aims to replace the refinery’s existing use of fossil-based hydrogen with green hydrogen, significantly lowering the carbon footprint of the Panipat complex.
IOCL anticipates that this switch will lead to substantial reductions in greenhouse gas emissions, aligning with both national climate objectives and the company’s own sustainability targets. The project directly supports the goals of India’s National Green Hydrogen Mission and forms a key part of IOCL’s broader decarbonisation strategy.
The project underscores IOCL’s commitment to innovation and sustainable energy. By investing in this large-scale, future-ready solution, the company is not only advancing its Net Zero ambitions but also contributing meaningfully to India’s ongoing energy transition.
With regards to this green hydrogen plant, IOCL chairman Arvinder Sawhney had disclosed during the World Economic Forum-2025 that the project had made good progress.
Sawhney claimed, “Green hydrogen plant is now alive. We have got very good bids for it. Within a month or so, we will be able to award the job, and within two years, the 10,000 TPA plant at Panipat will be commissioned.”
