Elan Greentech Energies commences PMC task at BPCL Bina CBG plant

Designed to process over 100 tonnes of paddy straw daily, the plant will generate around 15 tonnes per day of high-quality CBG.

Elan Greentech Energies has commenced project management consultancy (PMC) work for India’s first refinery-integrated Compressed Biogas (CBG) facility, commissioned by Bharat Petroleum Corporation Limited (BPCL).

The pioneering project, located within Bina Refinery of BPCL in Madhya Pradesh, represents a major milestone in India’s renewable energy journey by embedding biofuel production inside a petroleum refinery.

Designed to process over 100 tonnes of paddy straw daily, the plant will generate around 15 tonnes per day of high-quality CBG. By converting crop residue into clean fuel, the facility aims to curb stubble burning and advance India’s clean mobility vision under the government’s SATAT scheme.

BPCL awarded the consultancy contract to Elan Greentech Energies after a rigorous selection process that evaluated technical expertise, industry experience, execution capabilities and ability to handle complex refinery-based renewable projects.

As the PMC, Elan Greentech will oversee the project’s complete lifecycle—covering design and engineering, tendering, construction, commissioning, performance guarantees and operations—ensuring seamless execution and alignment with BPCL’s clean fuel production targets.

Industry experts view the project as a potential blueprint for future refinery-linked CBG plants in India, strengthening energy security, cutting carbon emissions, and demonstrating the role of biofuels in the country’s energy transition.

BPCL has been on the forefront of biofuel development in India. Last year, the company signed deal with energy giant Serbcorp and biogas major GPS Renewables for the development of projects. Its already developing multiple CBG or biogas projects with city corporations across the country. BPCL has also signed deals with the municipal corporations of Raipur and Bhilai to establish two CBG projects worth Rs 100 crore.

At BPCL Bina Refinery, the company commissioned a 5MW green hydrogen plant in May this year which is being seen as a significant milestone in India’s clean energy transition.
