Assam Cabinet clears CBG policy; other sustainability measures
To facilitate faster implementation of CBG projects, the Commissionerate of Industries and Commerce has been designated as the nodal agency for providing single-window clearances and ensuring time-bound approvals.
The Assam Cabinet has approved the Assam Compressed Biogas (CBG) Policy, 2026, setting the stage for the development of a robust compressed biogas ecosystem in the state. The CBG policy aims to convert Assam’s abundant organic waste into clean, renewable energy, supporting sustainable waste management while reducing dependence on conventional fossil fuels.
Announcing the decision after the Cabinet meeting, Chief Minister Himanta Biswa Sarma said the CBG policy provides a comprehensive framework to attract investment in the compressed biogas sector and accelerate transition of Assam towards cleaner sources of energy.
Besides promoting renewable energy production, the CBG initiative is expected to create employment opportunities, improve waste management practices, and contribute to reducing carbon emissions across the state.

The government has also proposed a comprehensive support and incentive framework based on six key pillars to encourage investment and drive the growth of the biogas industry in Assam.
The Cabinet’s approval of the CBG Policy reflects the state’s broader push towards sustainable development by leveraging organic waste as a valuable energy resource while strengthening energy security and supporting climate goals.
Alongside the CBG policy, the Cabinet approved the notification of the Rakhyasini Proposed Reserve Forest and the Tharko Nalbari Proposed Reserve Forest as officially designated Reserve Forests. The move is expected to strengthen forest conservation efforts, protect biodiversity, and expand Assam’s green cover.
The Cabinet also cleared the Assam Legal Metrology (Government Approved Test Centre) Rules, 2026, introducing self-certification by manufacturers and third-party certification of weighing and measuring instruments to simplify compliance and improve ease of doing business. Additionally, it approved amendments to the Assam Animal Husbandry and Veterinary Subordinate Service Rules, 2026, aimed at streamlining the recruitment and service conditions of Veterinary Field Assistants through a more transparent and merit-based system.
As per one estimate, Assam has a 2 MW capacity of installed grid-connected biomass and waste power, alongside decentralized family-sized biogas units. Several CBG projects are being developed in the state. Oil India Limited (OIL) and Numaligarh Refinery Limited (NRL) have partnered to build 8 – 10 CBG plants across various districts in Assam and other North-East states. Assam government has agreed with Reliance Industries for CBG projects.
Similarly, Japan’s Suzuki R&D Centre India, the National Dairy Development Board (NDDB) and Assam’s Purabi Dairy have also partnered to build a dairy & agri-waste based CBG project.
