SECI Tenders for Solar PV Home Cooking Systems

The Solar Energy Corporation of India (SECI) has issued a tender, seeking bids from eligible bidders for the commissioning of solar PV based home cooking systems in different districts of different states in India.

The scope of work for the selected contractor will include the design, manufacture, supply, erection, testing and commissioning including one year overall system warranty in respect of all the equipment and accessories supplied and installed and five years of Annual Maintenance Contract (AMC) of total 500 number of solar home cooking systems for the beneficiaries in districts Ribhoi (Meghalaya), Bastar (Chhattisgarh), Girdih (Jharkhand), Bahraich (UP) and Modhera (Gujarat).

The selected contractors will have a period of 9 months or 270 days from the award of the contract to complete the work on the project.

The last date for bid submission is November 8, 2019, and the techno-commercial bids will be opened on November 11, 2019. A pre-bid meeting has been scheduled for October 21, 2019, to address the concerns raised by the prospective bidders.

To be eligible for participation in the bidding, the parties must be a manufacturer of solar cells/ modules or battery or PV system electronics or solar PV cooking systems. The manufacturing facility must be in operation for at least 1 year as on the last date of bid submission. OR The bidder should have experience of having designed, supplied, installed and commissioned at least 250 number of 1 kWp off-grid solar PV power packs/ solar PV cooking systems in the last seven financial years. The supplied systems must be in satisfactory operation for at least 6 months from the date of commissioning.

Financially, the bidders must have a minimum annual average turnover in the last three financial years not less than Rs 1.6 crore. And the bidder should also have a working capital of Rs 1 crores as per the last audited financial results.

The estimated cost of the project is Rs 2 crore and all bidders are required to submit an Earnest Money Deposit of Rs 4 lakh along with their bids as a bird security amount.

In July, Nirmala Sitharaman in her Union Budget speech had said the government will ensure access to electricity and clean cooking fuel for all rural households by 2022.

In her speech, she said, “Two mega initiatives of Ujjwala Yojana and Saubhagya Yojana – have transformed the lives of every rural family, dramatically improving ease of their living. Household access to clean cooking gas has seen unprecedented expansion, through the provision of more than 7 crores LPG connections. All villages and almost 100 percent of households across the country have been provided with electricity. By 2022, the 75th year of India’s independence, I would like to assure the nation that every single rural family, except those who are unwilling to take the connection will have electricity and a clean cooking facility.”
