BREDA Issues RfP for 15 MW of Rooftop Solar Projects

The Bihar Renewable Energy Development Agency (BREDA) has issued a Request for Proposal (RfP) for the installation of 15 MW of Rooftop Solar Projects in the state, to be developed under the RESCO Model with the net metering facility at various locations across the state.

The total capacity of the project will be developed across three sites which will include government buildings of Patna, Health Department buildings, and a few other government buildings in the state.

The scope of work for all winning bidders will include the design, supply, installation, testing, and commissioning of the project and will also be responsible for the successful operation and maintenance (O&M) services of the project for a period of 25 years from the date of commissioning. The last date for bid submission is February 2, 2019, with the technical bids opening on February 4, 2019, and each bidder must quote a minimum cumulative capacity of at least 1 MW.

To be eligible to bid, a bidder should have executed at least 50 kW of grid-connected solar PV projects prior to this tender’s techno-commercial bid opening date. The average annual turnover of the bidder should not be less than ₹2 crore/MW in the best three out of the last five financial year.

In August, the Bihar Electricity Regulatory Commission (BERC) fixed the generic levelized tariff for power generated from solar PV for FY 2018-19 at ₹4.17/kWh, dropping down to₹3.98/kWh with Accelerated Depreciation. Setting the tariff rate just ₹0.01/kWh more than the average power purchase cost for the state’s DISCOMs during the current financial year.

Over the last few months, states have taken up more an more rooftop solar projects under the RESCO model. The Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) in August, in collaboration with World Bank, tendered for 35 MW of grid-connected rooftop solar PV projects to be developed under the RESCO model on pre-identified 567 sites. The tender received what was at the time the lowest bid for rooftop solar projects in the country at ₹1.58/kWh but a follow-up tender by the same board received an even lower bid at ₹1.38/kWh in the following month during the REInvest 2018.
