HPCL floats tender for 5 KTPA Green Hydrogen supply for refinery

The state owned Hindustan Petroleum Corporation Limited (HPCL) has invited bids for the annual supply of 5,000 tons (5 KTPA) of green hydrogen to its Visakh refinery. The contract period will be for over a 25-year period.

The submission deadline for bidders is set for January 21, 2025. Bidders are required to provide an earnest money deposit of ₹10 million.

As per the notification from HPCL, the eligible bidders must have a minimum net worth of ₹750 million as of the last financial year and an annual turnover of at least ₹1 billion in one of the past three years.

Moreover, relevant experience in the oil and gas or power sectors is essential. Bids may be submitted by individual companies or by consortiums, with each consortium member holding at least 26% ownership. Bidders will need to identify the project site, acquire the required land, and build the green hydrogen generation unit (GHGU), which will include electrolysers, power systems, and purification units.

The selected developer will be responsible for conducting surveys, installing pipelines from the GHGU to HPCL’s refinery, securing rights of way, and ensuring integration with HPCL’s hydrogen distribution network.

Bidders can meet the GHGU’s power needs either by developing their own renewable energy projects or through power purchase agreements.

Bidders must also obtain all necessary statutory approvals, adhere to local regulations, and meet established safety standards. The operator will be in charge of the GHGU’s operation and maintenance, ensuring a consistent supply of green hydrogen.

HPCL has been looking to make strides in the development of green hydrogen in the country. Recently, the company commissioned India’s first Solid Oxide based Electrolyser (SOE) at its HP Green R&D Centre, Bengaluru to generate green hydrogen with 99.99% purity marking a significant step in evaluating this technology.
