In a significant push towards clean and sustainable rural energy, the Himachal Pradesh government is mulling to develop a new biogas plant at Bhariyal, signalling renewed focus on decentralized renewable energy solutions in the state.
Announcing the project during the ‘Mantri Aapke Dwar’ programme held in Dhanul village under the Shimla (Rural) constituency, Himachal Pradesh Public Works and Urban Development Minister Vikramaditya Singh said the biogas plant will contribute to strengthening rural energy security while supporting environmentally sustainable practices.
The proposed biogas facility is expected to utilise organic waste and cattle dung generated in surrounding villages, converting it into clean fuel for domestic and agricultural use. Bhariyal is already known for hosting a 100 TPD capacity Waste-to-Energy project which is being operated by M/s Elephant Energy processing waste from the Municipal Corporation of Shimla and nearby villages.
In a state like Himachal Pradesh, where livestock-based livelihoods are common, biogas presents an effective solution for waste management, reducing dependence on conventional fuels and lowering carbon emissions.
The minister also highlighted complementary rural development initiatives, including the establishment of a milk collection centre in the Jalog area of Shimla district, which will benefit nearly 10 panchayats. The integration of dairy infrastructure with biogas generation could further enhance circular rural economies by utilising cattle waste for clean energy production.
Singh emphasised that development is a continuous process and noted that Rs 70 lakh has been spent on improving the Jathia Devi–Rampuri road. Additional infrastructure projects, including a road to Matholi village, are also in the pipeline.
The Bhariyal biogas plant marks another step in Himachal Pradesh’s broader effort to promote sustainable, village-level renewable energy systems.
