CIP begins construction of largest biogas project in Finland

Finland has officially launched construction of its largest biogas facility with the laying of the foundation stone for the Nivala biogas plant on 25 November 2025. The project, developed by Copenhagen Infrastructure Partners (CIP) through its CI Advanced Bioenergy Fund I, marks a major step toward strengthening the country’s energy self-sufficiency, cutting emissions, and supporting sustainable agriculture.

The ceremony was attended by senior regional leaders, including Jussi Rämet, Regional Mayor of the Council of Oulu Region, Nivala Mayor Päivi Karikumpu, MP Timo Mehtälä, and CIP Partner Andreas F. Brandt, along with local stakeholders. Once completed in 2027, the Nivala plant will also become Finland’s largest industrial biogenic carbon dioxide capture facility.

Designed to process around 600,000 tonnes of biomass annually, the plant will produce more than 200 GWh of liquefied biomethane (LBG), significantly reducing reliance on imported natural gas.

Construction is scheduled to continue through 2027. CIP highlighted that the project supports Finland’s broader climate goals by cutting methane emissions, improving nutrient recycling, and strengthening the regional circular economy.

A key feature of the plant is its deep integration with local agriculture. More than 100 farms have signed feedstock agreements to supply slurry, manure and sustainably harvested biomass. In return, farmers will receive biofertiliser through a first-of-its-kind farmer-led shared pipeline network, which reduces transportation needs and environmental impact.

“This project is a major milestone for Finland’s green transition,” said Andreas F. Brandt, CIP “Together with farmers and local businesses, we are not only building the country’s largest biogas plant but also creating new jobs and reducing dependence on imported gas. And this is just the beginning.”

Construction of the 20-hectare facility will generate hundreds of person-years of employment, with 15–20 permanent jobs once operations begin. German firm Bioconstruct GmbH will deliver technical systems and process installation, while Rakennusliike Sorvoja Oy will handle construction of buildings and foundations.

CIP held on social media, “Once completed in 2027, the Nivala plant of CIP is expected to produce over 200+ GWh of liquefied biomethane annually, strengthening regional energy self-sufficiency and reducing Finland’s reliance on imported gas.”

Regional development agency NIHAK expects the investment to strengthen local business capabilities and attract further clean-energy projects. “The indirect long-term benefits are substantial. Investments like this elevate the entire region,” said NIHAK CEO Toni Krankkala.

Mayor Karikumpu added that the project enhances the vitality of neighbouring municipalities as well, reinforcing the region’s ability to undertake future industrial investments.
