SECI Issues Tender for 2 MW Solar Project in Spiti Valley

The tourist hub of Himachal Pradesh will soon get power from the sun after the Solar Energy Corporation of India (SECI) issued a tender for the development of a 2 MW solar project with 1 MW of battery energy storage system (BESS) at Kaza, located in Spiti Valley.

The scope of work for the winning bidders will include the design, engineering, supply, construction, installation, testing, and commissioning of the projects based on their EPC agreements. Apart from these, the successful bidder will also be responsible for 5 years of operations and maintenance (O&M) services, which will also include the supply and storage of all mandatory spare parts, consumables, repairs and replacements of any defective equipment during the O&M period. The project developers will need to strictly cohere with the maintenance and operational duties of the project due to the location and environment of the solar projects.

A pre-bid meeting will take place on August 13, 2018, to address all the concerns and queries raised by the interested parties and the last date for bid submission is August 31, 2018. Joint ventures will be eligible to participate in the bidding process. Although each participant can only submit one bid, multiple bids from a single bidder might be considered depending upon the project specific requirements.

The dynamic shift in solar projects in the Indian market is slowly shifting towards projects which include onsite storage systems. Recently, SECI on behalf of construction agency Military Engineer Services (MES) issued a tender for the design, engineering, supply, construction, installation, testing, and commissioning of the two projects at Tangtse and Durbuk in Leh district (Ladakh) worth a total capacity of 3 MW which will also include installation of battery energy storage systems of 0.75MW / 2.5MWh each, at the two sites (read the report)  However, with recent reports of delays in the work  for Andamans, it’s a bit worrying how fast we will actually progress with Solar in our ecological hotspots, be it the remote hills, pristine beaches or more.

In line with the changing dynamics of the Indian solar sector, the Ministry of New and Renewable Energy (MNRE) recently brought BESS under the ambit of the Solar Photovoltaics, Systems, Devices, and Component Goods (Requirement for Compulsory Registration under BIS Act) Order 2017.
