Tender for 5 MW Projects in Jammu & Kashmir

Jammu and Kashmir Energy Development Agency (JAKEDA) has issued a tender to install 5 MW of grid-connected rooftop solar PV projects under Central Financial Assistance (CFA) scheme of the Ministry of New and Renewable Energy (MNRE). The project will be developed on rooftops of domestic and institutional consumers of Jammu and Kashmir Power Development Department under CAPEX model. The brief scope of work includes the supply, design, installation, and commissioning of the project and provide operations and maintenance (O&M) for the first five years. The last date for bid submission is January 14, 2018, and the techno-commercial bid will open on January 15, 2018. An additional provision in the tender mandates that all the solar PV modules used for the project need to be made in India.

Telangana Commission Approves Hindustan Aeronautics’ 2 MW Rooftop System

The Telangana State Electricity Regulatory Commission (TSERC) has approved the construction of a 2 MW rooftop solar project on a net-metering basis at Hindustan Aeronautics Limited (HAL) premises under the RESCO model. The ruling came after the TSERC examined a petition filed by HAL. According to net-metering regulations in Telangana, the project capacity for a grid-connected rooftop solar PV project in the state cannot exceed 1 MW. To ensure the smooth development of the 2 MW solar project, HAL had petitioned TSERC to provide guidance in the matter.

Karnataka Commission Sets Tariff at ₹4.15/kWh for 1-10 kW Domestic Rooftop Systems

The Karnataka Electricity Regulatory Commission (KERC) has set the generic tariff for grid-connected solar rooftop units between 1 kW and 10 kW installed by domestic consumers in the state. While the generic tariff without capital subsidy has been fixed at ₹4.15/kWh, the tariff with a capital subsidy will come down to ₹3.08/kWh.A considerable bump from the earlier generalised tariff set by the commission earlier in May this year at ₹3.56/kWh. The new tariff will be applicable to all new solar rooftop photovoltaic units between 1 kW and 10 kW capacity for which PPAs are approved by the commission after December 19, 2018.

The commission revised the capital cost from the earlier ₹40,000/kW to ₹48,000/kW for rooftop projects of 1 kW to 10 kW capacity. The commission also notes that the capital cost of smaller capacity SRTPV projects installed by domestic consumers would be higher than that adopted in the said order, as while the cost to be incurred on solar panels/modules could be lower because of lower capacity, the cost of other equipment and infrastructure would not be proportionally lower. It would also be difficult to differentiate between the capital cost of SRTPV plants of capacity up to 5 kW and up to 10 kW,the notice read. The government of Karnataka under its Solar Policy 2014-21 has set a target of 2.4 GW for grid-connected rooftop generation projects to be achieved by March 2021.

Mahagenco on the Lookout for EPC Contractors to Develop 1 MW Rooftop System

The Maharashtra State Power Generation Company (MAHAGENCO) is on the lookout for an engineering procurement construction (EPC) contractor to set up rooftop solar photovoltaic (PV) projects on available spaces at the Koradi and Chandrapur Thermal Power Stations in Maharashtra. A single project at a single location will be of 1 MW capacity. The scope of work includes the design, engineering, manufacture, supply, erection, testing and commissioning of the rooftop solar PV projects. The successful bidder will also be responsible for operation and maintenance of the rooftop solar PV projects for a duration of two years. TThe last date for bid-submissions has been set for February 5, 2018.
