Ourland Engineering Works Private Limited (OEWPL) and Spectrum Renewable Energy Private Limited (SREPL), a step-down subsidiary of Refex Renewables & Infrastructure Limited, have secured a tender for establishing a 100 tonnes-per-day (TPD) Municipal Solid Waste-based Bio-CNG plant in Tiruchirappalli, Tamil Nadu.
The Tiruchirappalli City Corporation issued the Letter of Acceptance (LoA) for the project on September 22, 2025. Under the agreement, OEWPL will act as the lead consortium partner with a 51% stake, while SREPL will hold 49%. The consortium will incorporate a Special Purpose Vehicle (SPV) under the Companies Act, 2013 before executing the Concession Agreement with the city corporation.
As per the terms of the concession, OEWPL and SREPL will be jointly responsible for designing, engineering, financing, procuring, constructing, operating, and maintaining the Bio-CNG plant over a long-term period. The project aims to convert municipal solid waste into clean energy, helping reduce landfill dependence and promoting sustainable waste management in Tiruchirappalli.
Last year, Tiruchirapalli City Corporation hinted at establishing a Bio-CNG plant at the Ariyamangalam dump yard. Currently, the city manages nearly 400-450 tonnes of municipal solid waste on a daily basis.
In April this year, Refex Group won twin substantial awards to develop a 250 TPD bio-CNG plant in Coimbatore and Rs 65.07 crore 200 TPD Bio-CNG plant in Salem. Before that, Refex Sustainability Solutions Ltd. (RSSL) acquired controlling stake in CBG player Vyzag Bio-Energy Fuel.
