Oil India Limited (OIL) to build biogas (CBG) project in Cuttack

The Cuttack Municipal Corporation (CMC) and Oil India Limited (OIL) have come together to develop a state-of-the-art compressed biogas (CBG) plant in Jagatpur area of the Cuttack. The civic body and OIL has signed a concessionaire agreement under which the CBG facility will process about 200 tonnes per day (TPD) of municipal solid waste (MSW).

The state of Odisha is marching with speed to manage its urban waste scientifically & sustainably. In this regards, a Memorandum of Understanding (MoU) was signed by OIL Executive Director Ranjan Goswami and CMC Commissioner Anam Charan Patra in the presence of Housing and Urban Development Minister Krushna Chandra Mahapatra.

Under the agreement, OIL will invest Rs 150 crore to design, finance, construct, operate, and maintain the CBG plant. Initially planned to handle 200 TPD of organic waste, the facility will be scalable up to 300 TPD within three to five years.

The new CBG plant will help convert wet municipal waste into clean and renewable CBG, thereby contributing to a greener energy future.

The Cuttack Municipal Corporation has earmarked 11.88 acres of land for the project. As per the details, the CBG plant is expected to become operational within 24 months. In addition to promoting clean energy, the initiative will create 70–80 direct jobs and numerous indirect employment opportunities in the region.

The civic body will ensure a daily supply of 200 TPD of segregated wet waste, while OIL will oversee the plant’s complete lifecycle — from design to operations. The project is structured under a 25-year concession, with OIL agreeing to pay an annual land rent of Rs 5.14 lakh to CMC.

Urban Development Minister Krushna Chandra Mahapatra lauded the CBG initiative as a milestone for Cuttack’s urban infrastructure, emphasizing its alignment with India’s Net-Zero ambitions and the Swachh Bharat Mission 2.0.

Recently, Oil India Limited (OIL) signed an agreement with the Bhubaneswar Municipal Corporation (BMC) to build a CBG plant in Bhubaneswar. Similar plants are planned for seven more locations like Puri, Sambalpur, Rourkela, Sonepur and Berhampur, besides Cuttack. OIL has collaborated with major green energy players like GPS Renewables, EverEnviro and NRL to develop bioenergy projects across the country.
