Andhra Rooftop Tender Receives L1 Tariff of ₹3.64/kWh

CleanMax Enviro Energy Solutions Pvt. Ltd emerged as the lowest bidder at L1 tariff of ₹3.64/kWh (for 3,000 KW) for the 15 MW of grid-connected rooftop solar projects tendered by the New and Renewable Energy Development Corporation of Andhra Pradesh Ltd (NREDCAP) in June this year.

NREDCAP recently opened financial bids for the installation of 15 MW of grid-connected rooftop solar PV system for government buildings in the state as a part of the RESCO model. For which it had fixed ₹5/kWh as the upper tariff cap for this tender. The tender received seven bids, off which four have qualified. The L2, L3 and L4 bidders have been asked to match the L1 price and send their acceptance before August 1, 2018, by the NREDCAP.

The EPC agreement will need to be fulfilled by the winning bidders. They will also be responsible for the successful O&M (Operations and Maintenance) of the projects for a period of 25 years from the date of commissioning. In order to plan for the increasing energy demands, the NREDCAP have been trying to promote rooftop solar across the state. Just this year they’ve issued an empanelment tender for rooftop solar installers in the state. The first tender covered rooftop solar projects with capacities ranging from 1 kW to 500 kW and targeted installing 35 MW of rooftop solar PV projects, and the other, a 2.4 MW tender for solar rooftop projects to be developed under the RESCO model in Andhra Pradesh.

The successful bidder will be given nine months from the date of award of the contract to commission the project. In this tender, in an interesting development, the NREDCAP has specified that all modules utilized for these projects must be made in India. This has probably ensured process are 25 to 40 paise higher per unit than what they would have been, with imported equipment.
