The Mormugao Municipal Council (MMC) has cleared the setting up of a 25 tonnes per day (TPD) municipal solid waste-based compressed biogas (CBG) plant at Headland-Sada. A proposal has already been submitted by the Goa Waste Management Corporation (GWMC) for the CBG project.
As part of the approval, the council has allotted around 3,000 square metres of land for the CBG project. Mormugao administration has also agreed to provide essential infrastructure support, including an electric transformer and water connection, to enable the project’s implementation.
As per reports, GWMC will invest more than Rs 8 crore to establish the CBG facility that will help convert organic waste into clean and renewable fuel; thus strengthening sustainable waste management practices in the region.
Bioenergy in Goa
The Goa government promotes biogas plants through subsidies & related supports for small-scale, and, in few cases, larger biogas plants to convert kitchen & organic waste into clean cooking fuel. The Goa Energy Development Agency (GEDA) promotes these biogas plants that would process 5 kg of waste to provide 2 hours of cooking gas on everyday basis.
Goa’s solid waste management, that includes bio-waste, is so strong that even the National Green Tribunal has mandated the Kerala Government to adopt it.
As the biofuels’ development gains momentum, Goa Chief Minister Pramod Sawant recently laid the foundation stone for a 300 KLPD (kilolitres per day) grain-based ethanol plant at the Navelim Industrial Area in Bicholim taluka which is being developed by Centreal Biofuels Limited.
In August 2025, the Goa Government had drafted a policy for the comprehensive development of biofuels including CBG.
